Apologies were also received from County Councillor C Dale who was unable to attend due to restrictions imposed by Derbyshire County Council on the software used for the remote meeting 151/20 Declaration of Members interests None 152/20 Dispensation granted to Members declaring disclosable pecuniary interests in an agenda item None 153/20 Public Participation (i) None (ii) Report of the Police Representative (i) No police representative was present at the meeting. The Clerk reported the crime statistics for August 2020 from the Police website. It was RESOLVED that the report be noted (iv) Report of the County Councillor No report received. (v) Report of the District Councillor District Councillor T Kirkham reported that the District Council has initiated a consultation with New Houghton residents about the possible closure of the access path between Occupation Road and Coronation Avenue in response to complaints of antisocial behaviour. It was also reported that residents on Moorgate Road had complained of antisocial behaviour on the access path to Occupation Road. 154/20 Date of next Meeting RESOLVED that the next meeting of the Parish Council be held on Monday 2 November 2020 in the Verney Institute, Newboundmill Lane, Pleasley and that the meeting for December be provisionally fixed for 7 December 2020. 155/20 Minutes of Last Meeting RESOLVED that the minutes of the meeting held on 7 September 2020 be approved as a correct record and signed by the Chairman. 156/20 Chairman’s Announcements None 157/20 Allotments (i) No issues to report. It was RESOLVED that the report be noted (ii) Update on Open Door Computer Group The Clerk reported that remote working, by providing online support for members of the group, in response to the Coronavirus Covid-19 pandemic was still continuing. It was RESOLVED that the report be noted. 162/20 Recreation Grounds (i) No issues to report. It was RESOLVED that the report be noted 163/20 Street Lighting (i) No issues to report. It was RESOLVED that the report be noted 164/20 Verney Institute (i) No issues to report. It was RESOLVED that the report be noted 165/20 Correspondence The following items of general correspondence have been received: (i) Email from Derbyshire County Council with a copy of Community News dated 22 September 2020. It was RESOLVED that the contents be noted (ii) Email from Derbyshire County Council informing of the temporary closure of Bridleway 16 in Pleasley Parish from 19th October 2020 to 4th December 2020. It was RESOLVED that the contents be noted (iii) Telephone notification from Bolsover District Council, on behalf of the Returning Officer, informing that a request has been made to fill the Pleasley Parish Councillor vacancy by election; which, at present, is scheduled to be held on 6 May 2021. It was RESOLVED that the contents be noted 166/20 Pleasley Parish Council Newsletter The Chairman reported that Newsletter (issue 60) had been printed and that delivery should commence in the near future. It was RESOLVED that the report be noted. 167/20 Pleasley Parish Council’s Website No issues to report. It was RESOLVED that the report be noted. 168/20 To consider re-opening the New Houghton Community Centre and The Verney Institute to members of the public A short discussion was held to consider re-opening the New Houghton Community Centre and The Verney Institute to members of the public. It was RESOLVED that the two buildings will remain closed to members of the public and the next review of this decision is scheduled to take place on 2 November 2020. 169/20 Food Bank and Support Services for the Pleasley Parish A short discussion was held in response to an Email from District Councillor T Kirkham requesting that the possibility of establishing food bank support for residents in the Pleasley Parish. It was RESOLVED that, whilst members of the Parish Council were looking to support residents, the initial proposal put forward by District Councillor Kirkham will be reviewed by him and re-presented at a future Parish Council meeting 170/20 Report on the defibrillator installed on the outside of the New Houghton Community Building (formerly the Freedom Centre) The Clerk reported that part of the plastic inner casing of the defibrillator cabinet was broken and that additional denting of the cabinet indicated that this was caused by vandalism. It was also reported that the cabinet door was still secure and the defibrillator remained active; and, that a replacement inner casing was being provided by the Community Heartbeat Trust. It was RESOLVED that the report be noted 171/20 DALC Newsletter September 2020 RESOLVED that the contents be noted 172/20 Appearance of Pleasley Parish Area It was reported that car parking on the grassed area at the bottom of Deansgate at its junction with Newboundmill Lane had been observed in recent weeks. It was RESOLVED that the report be noted and the Clerk is instructed to contact the proprietor of the garage on Newboundmill Lane to request that vehicles are not parked on this land 173/20 Planning Matters Planning applications (i) Application for Full Planning Permission None (ii) Ratification of decisions made by email consultation since the last meeting None Notification of Decision Application No: 20/00266/FUL Proposal: Proposed bin store enclosure to serve plots 11 & 14.
